How to Get Turkish Citizenship: Exceptional Citizenship Through Real Estate Investment

Acquiring Turkish citizenship through the exceptional route is governed by Article 12 of Turkish Citizenship Law No. 5901 and its implementing regulation. The most popular exceptional route is acquiring real estate worth at least USD 400,000. This article walks through the process step by step.

Who Can Apply Through This Route?

Foreign nationals who acquire real estate in Turkey worth at least USD 400,000, and who undertake — via an annotation on the title deed — not to sell it for at least 3 years, can apply for Turkish citizenship through the exceptional route. The applicant's spouse and minor children can also acquire citizenship as part of the same application.

How Does the Application Process Work, Step by Step?

  1. Identifying a suitable property and preliminary review: The title deed's legal status (liens, zoning status) is reviewed.
  2. Valuation report: A report confirming the property is worth at least USD 400,000 is obtained from a licensed appraisal firm.
  3. Title deed transfer and non-sale annotation: The sale is completed at the Land Registry, with an annotation restricting sale for 3 years.
  4. Certificate of conformity application: An application is made to the General Directorate of Land Registry and Cadastre for a "Certificate of Conformity for Real Estate Acquisition."
  5. Citizenship application: Together with the certificate of conformity, the citizenship application file is completed before the Provincial Directorate of Migration Management and the Civil Registry.
  6. Review and decision: The application is finalized by the General Directorate of Civil Registration and Citizenship Affairs, followed by a presidential decision.

What Documents Are Required?

  • A valid passport and its translation
  • Property valuation report and title deed
  • Certificate of conformity
  • Biometric photo
  • Marriage/birth certificates for family members (if applicable)

What Should You Watch Out For?

  • The property's actual value must match the value declared at the Land Registry.
  • The property must not be transferred during the 3-year non-sale commitment period; otherwise, the citizenship decision may be revoked.
  • The investment threshold and conditions may change under future legislation; it's important to confirm the current requirements before applying.

Frequently Asked Questions

Can I apply using several properties instead of one?
Yes, you can apply with more than one property as long as their combined value meets the USD 400,000 threshold.

What happens if my application is rejected?
A rejection can be challenged through an administrative appeal and, if necessary, an annulment action before the administrative court.
